I think most of the answers here are sincerely helpful, but I can still contribute a bit.

I believe the most important step is drawing the outlines of the niche, then start writing down the general topics one by one, and then categorize every general topic, and so on.

This way, you're planning every silo into a General topic, and clustering those ones into categories.
