Agree with the frozen water bottles. You can also get ceramic tiles from a home improvement store and put them in the freezer.

Fill a juice container with water like a Welch's grape juice container and freeze is on its side. When I raised rabbits I always did this and they will lay up against it to stay cool. I never had a rabbit die of heat stroke even in California summer heat.
