Does anyone know an email address, ceo name, higher up (as high as possible) contact for Apple please?

They are not refunding a fraudulent transaction even though they had in previous calls that it had been stopped and I would get the money back.

Surely, it’s your bank or credit card company? Raise the issue with them & if not go to the financial ombudsman they will deal with Apple.
