Once your website has been audited and optimized, is the majority of SEO just backlinking? How is backlinking done and does it vary in quality significantly agency to agency. Would you reccomend getting it done in US/Canada or potentially overseas where it is much cheaper per hour?

I used to work with a totally new website. And I do not care about do external backlink, what I do is Writting good content with specific keyword and a tatical plan of buidling contents around those keyword. And the result is that most of my target keywords appear on top 5 of google search. And the budget for the whole operation is nothing but the fee for me. After that, I focus on constantly on updating content, create new internal backlinks, writing related trend content.

Depends on your niche. I start a fresh website with some backlinks then never bother again, too much work. I reckon you get much more out of writing more and more content, building really nice shareable infographics and making sure all the schema and technicals are good.
