Excess inner thoughts, jumbling his words, nervous stuttering, fidgeting, kissing of the hand, word vomit, etc. Express how he’s phsyically feeling: ill, hot, sweaty, heart pounding, flighty eyes, etc.

When he saw her, it was as if time stoof still and the world suddenly became inaudible. He could only hear the thumping of his heart in his chest. He did not know if he was breathing anymore. All he knew was that she now had a chokehold on him. She was breathtaking and he had no will or capacity to fight his surge of feelings for her.

I’d start in the body - doesn’t have to be sexual, but a rising of heat in the cheeks, quickening of the beatings of his heart, clamminess of hands. Flicking his eyes to her, being riveted in place, that type of thing. Then the rest depends on how you are writing it - you can either start to narrate his thought process (of incredulity, embarrassment, disbelief, denial, etc.) or go straight to the action of what he’ll do to address those feelings (run away, seek out ways to be near her more often, shake the feelings off etc.) - options are limitless!

Depends on the arc of the story and the characters!

You will notice that it is not uncommon for romance and romcom to start with a conflict between the male and female protagonists that turn into love interests. Think 10 things I hate about you, the proposal, etc.

Just saying that lovey dovey feeling might and can begin with annoyance for each other. And honestly that’s one of the best as the seemingly unlikely couple becomes a couple in the end!

His breath caught in his throat when he laid eyes on her, he lost his train of thought, possibly continued walking while staring at her and tripped. Maybe she runs to help him up and that’s your meet-cute.

He's talking to his friends when she walks by and suddenly he's completely tuned out from what they're saying because she's got his full attention. Or, for more comedy, he's doing something that requires full concentration when she walks by. Suddenly all his attention is on her and whatever he's doing goes completely haywire.

It really depends on their personality. Many becomes nervous when they are around the person, accidentally says the wrong things, can’t stop starting, etc.

Others are more confident and might flirt a lot and be more clear with their signals.

Meet cute could be accidentally running into each other, meeting at a location (school, library, cafe, party, etc.), having the same friends, on a park bench…Like there are so many ways to meet.

immediately imagining his or her hands on that person's naked body as he shakes his or her hand when meeting first time. or you could say after meeting her he had an erection for a whole week (gary merrill said this about bette david who he married)
