Need Help with a PDF file

Need Help: I am working on a reputation management for an individual.

There is a PDF uploaded on the state court site which seems not to fall off the page one when the individual's name is searched.

Any ideas on how to get the PDF fall the ranks and bump other results

Publish a press release and distribute across prominent media sites.

Push the person's Twitter and IG accounts with updated content.

Get videos created on YouTube for the person.

Create 20-30 articles on web 2.0 sites about the person and push them to rank.
