Has anyone hired established topic experts to write content for their blog that could be published in the experts name? Meaning their name pic, bio, and possibly links to their profiles.
Got any tips? Where to find such experts? Pay rate?

Upwork. Then ask for sample works with byline. This way, you'll know that they're fine with using their name in the byline, and you'll know what websites they contribute to. They will most likely send you samples from the best and known websites they contributed in to impress you.
