How or when does Google choose to mark a website as spam?

I see more and more websites with high DA that are clearly built for giving one particular site backlinks. They even have lorem ipsum text still on the page but yet still have a high DA.

Is this playing with fire or would this be considered grey hat SEO?

It’s not a good idea if that’s what you’re asking.

That said Google has gotten progressively worse at removing bad stuff the last 1-2 years and you’ll see more and more of this crap lately.
