Beta readers. They will give you some insight into audience reception and flag up anything that might need reworking before you take your manuscript to an editor.

If you want it sent to the library of congress, you'll need to have it copyrighted and attached to an ISBN from Bowker. Assuming you're in the U.S.

Echoing what others have said, send your manuscript to free or paid beta readers before sending your manuscript to an editor. And make sure when you send it to an editor it’s as polished as you can make it.

When you get it back, you may need to make changes to it, including streamlining sections or expanding others, so it’s good to have it proofread prior to publication. The same editor or a different one can help you do that. If you can’t format yourself, you may need a formatter. You will also want to purchase your own ISBNs if you want your book to exist beyond simply Amazon.

Decide if you plan to print any books to sell as well, which adds cost. If you want to do book tables anywhere, you’ll need those printed copies.
