He pulls fur out, and urinates outside of his box. He is about a year old. It hurts me to see him likes this, but times are tough and I cant afford to pay for any major surgeries or anything, and if I take him in for an exam they might not let me take my baby home.
Does anyone have an idea of why or how I can help him?

You need go surrender him so he can get appropriate care. If bones are exposed it needs to be seen immediately. Also vets cannot keep your pet. You can sign an AMA and take him home.
Can I ask why you think they might not let you take him home? You could try giving him Benadryl but you would have to look up the dosage on google for the weight. I would strongly recommend a vet visit bc it could several different things it could be.
If kitty has removed any vertebrae from the tail they are at very high risk of infection, which could lead to amputation and, worst case senerio, even death if left untreated. Please call around to your local vets and rescues, see what resources may be available to you.
