How do you know if a link is toxic?

This never really occurred to me before, but is there any way to tell if a URL being purchased is "toxic" and if so, can buying and using that URL actually hurt more than help a site?

If you look at the backlinks you can see if the domain has tons of garbage links.

Things like adult links aren’t good.
