SEO competitors

Looking for thoughts on this question that I was asked recently: If you are working with clients in the same state, how close would they have to be for their SEO to compete with each other? If any? Thanks!

I think its arbitrary and distance isn't really the number, but more so whether they compete for the same pool of customers.

The only time I'll have clients close to each other is if they are lead gen clients, getting leads from my own properties but for agency clients, it's not something I would consider or feel comfortable with.
