I have a blue badge and parked in a retail car park, but forgot to display it
Try appealing it you have nothing to lose they will either say yes it will be waived or no you have to pay it.
You could try to appeal against the fine, but I'm afraid that you would ordinarily be expected to pay it. Sorry.
Lidl car park, paid my fine then got another week after (shame lol) paid that, then my husband contacted head office as I had forgot to display my blue badge both times and went over the 2 hrs free too, anyway I got money back from 1 fine and a lovely letter saying they will keep our car registration on there records and will not charge me if this happens again (2 yrs in their records).

A few years ago now I appealed a fine on behalf of a colleague who got flustered by the lady she was supporting and simply forgot to display the badge, she had bought a valid ticket.

If you appeal the fine, its usually reduce to £20. The fine is for failing to display sadly, not for not being entitled to a blue badge.
Take a picture of you disabled badge and sending toa them with a reason why you didn't display it and you should be OK.
I forgot to display my daughters blue badge has she was having a melt down so just ran in to get what I came for and left I appealed it and the fine down alot so wasn't to bad.
