I got the bricks down but now the question is do I fill them with sand or gravel?
Looks like brick for house siding - not meant for ground contact. When dampened for too long, they degrade badly. The brick collapses around the holes, and you get an ankle breaker.
I used sand between my pavers. Weeds do occasionally sprout in there, and tunnelling ants rearrange it, but it can be swept back into place.

I keep mine open, you will want to wet down the brick to keep humidity in the green house. Had brick down for 6 months no need to fill holes.
Are your looking for a solid floor or something to let water seep through, if solid you can fill the holes with concrete just dump a few bags on top sweep and lightly wet with the spray nozzle on your hose, when it gets hard to the touch soak it, next day floor will be solid leave a few holes here and there for weepage if you want.

I’d fill with small pea gravel. Will still drain and support the bricks you used then just add more pea gravel or gravel over it over time. Should be a good ground and last with maintenance. With pea gravel or gravel you can throw down ant granular and that should mitigate any ants and bugs.
