Where would you recommend flying internationally with a 13 and 15 yr old?
When I see posts like this, one of the things that should be mentioned first is often not mentioned at all: how well behaved are your kids? Internationally, depending upon where you are, if a kid gets in trouble is handled very differently.
With that said, and it has to be international, ask your kids. What is it they want to see? Do they want to swim, or hike? Are they interested in castles or wildlife? Are you going to pull your hair out if you find yourself stuck on trains or buses?

My 17 year old son and I spent spring break in march in Lisbon. We had a great trip and he did as well exploring on his own and meeting up with friends. We rented a great apt in Chiado. Very safe!

Lisbon is amazing. So much for teens to see and do. History, food, culture, Instagram-worthy photo sites....
Check with them to see what they want to explore during their trip. Find activities that will expand their experience in an area of interest. Camel safari in the desert with an astronomy lesson or experiencing the architecture in Barcelona going to the MAAT Art, Architecture and Technology Museum in Lisbon.
Engaging kids of that age with international travel is a great, teachable moment. The travel skills, research in activities and culture can prepare them to plan and execute a trip like that on their own.

I would make a rough draft of activities/sites in each, then let them choose. Personally, I would do Barcelona or Lisbon and leave Dubai out of the choices.
Personally I would go to Africa and go on safari. I wish I could have taken my son when he was this age.
The pickpocket situation in Barcelona is rampant! Enough to make it not enjoyable.

Yes...of course. They should be easier than little kids. Movies on their phones, snacks and sleep is about all they need.
My kids flew to Germany by themselves at 17 and 15...stayed with their aunt and uncle who live there.
