Is it better to stay at a hotel in the historic district and be able to walk to places or stay at a cheaper hotel farther away and drive into the city? What is traffic like in the city?

I would definitely stay in the historic areas.

Definitely stay in the historic district and walk. Driving can be time consuming depending on traffic & parking can be difficult to find as well as sometimes expensive.
