Where does everyone get these Unicorn like Content writers now days that prefer a bit of security in a monthly retainer rather than hot footing it for pay per word gigs?

Is there still such people? ones are good at writing unique where needed, understand the fundimentals but also understand Surfer, and AI tools?

Seems super hard to find a cost effective way of scaling content now days outside of physcial employees.

Well, as a writer, I would say that many agencies find it hard to scale content writing because they don't set clear expectations.

Join some creative writing and fiction writing groups and ask if theres interest. Most of them don't use AI.
