Question: I'm helping a client out to rank his real estate agency in his local area. However the keywords are quite populated by big competitors who are basically marketplaces with tons of backlinks & focuses on exactly on the keywords I wanted to target.

I'm already using Longtail for this (house for sale in [location].

My plan is to keep building quality backlinks and breaking it down into even smaller location.

Instead of state, I'd go for area & even township.

Do you think this works? Or do you have any other suggestions?

P/S: I'm working on local SEO as well tho it seems like Google will penalize me for having multiple listings.

Look for some feature found in his listings that might get searches, e.,g. a granny flat (whatever you call them in the US), powder room etc. Use schema tags to the max.
